This is a picture of him after he "bobbed" the bike.  This was a popular customization of the 40s and 50s.  Take the rear portion of the fender off (at the hinge), install a tip, chop the safety clutch rocker pedal in half, flip it around and now you have a suicide clutch.  Also common of the time was changing the handlebars out.  My Pa installed Flanders bars with their risers during this time.  The original bars are long gone.  I love his riding gear, penny loafers and all......Soon after coming home, Pa enrolled in the University of Rhode Island, riding his bike to school at times.
